Rob Whiteman CBE, Chief Executive

Rob WhitemanRob Whiteman was appointed as the chief executive of CIPFA in September 2013. Before joining the institute, he was a senior civil servant who worked as the chief executive of the UK Border Agency and had previously led the Improvement and Development Agency. Between 2005 and 2010 Whiteman was CEO of the London Borough of Barking and Dagenham. Prior to this role, he was director of resources at the London Borough of Lewisham.

Whiteman is a well-known commentator and writer on public service reform and modernisation on a wide range of areas such as leadership, partnership working across local and central government, and building community cohesion. In 2008 he was named one of the ten most influential people in local government by the Local Government Chronicle. In 2007 and 2009 he carried out the capability reviews of the Department of Health for the Cabinet Office.

Graduating with a BA (Hons) in Economics and Government from the University of Essex, Whiteman started his management career at WH Smith plc, before moving into the public sector. An accountant by profession, he qualified with CIPFA early in his career whilst working at the London Borough of Camden. He has since held several local government finance advisory roles for the Local Government Association and CIPFA, and for many years served as secretary to the Society of London Treasurers.

Drew Cullen, Director of Policy and Membership

Drew Cullen

Drew has over 30 years' experience of leading in membership organisations, professional, medical and scientific publishing, charities and the not-for-profit sector.

Drew has a BA in English from the University of London, and an MBA from the University of Westminster Business School. He has served as a school governor, a trustee of an international development charity, and has just concluded a 10 year term as a trustee of London’s world famous Borough Market, latterly chairing its audit committee and trading subsidiary Borough Market Business Ltd.

Ravi Dhindsa, Interim Transformation Director

Ravi DhindsaRavi was appointed to direct CIPFA's transformation agenda in November 2020. She has over 20 years of experience in driving change across a range of sectors, including the private sector, central government, local government, and health and regulation.

She brings with her an exceptional track record and reputation for leading successful change with energy and pace. In the last ten years, she has focused primarily on turning around services and leading transformation in high profile, complex and politically sensitive environments, including major reforms to legal aid in 2013 at the Ministry of Justice. Ravi graduated with a LLB (Hons) in Law from Brunel University and is passionate about joining up services across the public sector, whole system transformation and lifelong learning.

Khalid Hamid, International Director

Khalid HamidKhalid Hamid is CIPFA's International Director. Having started his career as an assistant auditor with the UK National Audit Office, Khalid qualified as a CIPFA accountant in 1990 and was promoted several times to the position of Principal Auditor. In his 30 years of public audit experience, he has held senior posts in South Africa and the UAE. Most recently, Khalid was the Executive Director of the UAE State Audit Institution, serving more than 11 years at the audit body.

He is currently the Chair of the Financial Audit and Accounting Subcommittee of the International Organization of Supreme Audit Institutions (INTOSAI), which provides support to national supreme audit institutions, sets standards for public sector auditing and promotes good governance.

Nicola Hannam, Company Secretary and Chief of Staff

Nicola HannamNicola joined at the end of 2020. She brings 20 years of experience of working with charitable organisations, particularly professional bodies. She has an in-depth understanding of governance and charity management.

Most recently she has worked as a consultant specialising in diversity, equality and inclusion support, programme evaluation and governance reviews. Previously Nicola was Director of Organisation Development at the Science Council and prior to that she worked at the Institute of Physics. She has a Masters in Voluntary Sector Management from the Cass Business School, City University of London and is currently Chair of the Trustee Board for a national charity, nurtureuk.

As Company Secretary and Chief of Staff she oversees CIPFA group’s governance, co-ordinates performance and risk management, and supports effective working between the CEO and management board.

Gareth Moss, Chief Finance Officer

Gareth MossGareth is CIPFA's Finance Director. A CIPFA-qualified accountant, he is a former director of resources of two local authorities. Before becoming finance director Gareth worked in CIPFA's consultancy arm, advising public sector bodies on issues as wide as financial management, governance and senior staff recruitment.

His past employment includes roles at Serco, where he was responsible for their local government contracts, Price Waterhouse and several local authorities. Gareth is a Non-Executive Director at Worcestershire Children First and chairs the John Taylor Multi Academy Trust (based in Staffordshire and Derbyshire).

Darren Parris, Head of Human Resources

Darren ParrisDarren is a highly skilled human resources professional, with extensive experience working as a business partner to senior management teams within professional membership, financial services, energy and not for profit organisations. He is recognised as a trusted adviser to leadership teams and someone who is able to coach, advise, and deliver solutions to complex operational and strategic people issues in fast moving environments.

Darren has a proven track record of delivery in a number of areas including business partnering, talent management, leadership of HR functions, developing and implementing HR policy and strategy, embedding HR business partner models and change management.

Karen Sanderson, Director Public Financial Management

Karen SandersonKaren leads the teams responsible for CIPFA's technical content including thought leadership on public financial management in the UK and across the globe and the accounting codes for local government in the UK.

She has deep experience of public sector financial management developed across a number of government entities including central government in the United Kingdom and sub-national (State) government in Australia. She is a member of the International Public Sector Accounting Standards Board's Consultative Advisory Group and the UK government's Financial Advisory Board.

Karen delivered the first ever UK Whole of Government Accounts published in 2011. She has been involved in setting accounting standards for central government, setting up frameworks for the management of public sector financial assets and liabilities, government finance statistical reporting and the systems used to support whole of government financial reporting. She has also been involved in public sector policy development and reform.

Dan Worsley, Chief Operating Officer

Dan WorsleyDan Worsley was appointed as CIPFA's chief operating officer in July 2018. He is responsible for leading CIPFA's advisory and consultancy services, as well as providing our internal business support services. Dan works closely with the CIPFA Management Board to ensure the institute's members, students and customers receive a first-class service across our range of education, learning, training and advisory services.

He is a CIPFA-qualified accountant, and has over 15 years' experience providing assurance and financial management services to the public sector, particularly central government. Dan trained at PwC, and after eight years with the firm left to join the civil service where he worked as a senior civil servant as a deputy finance director and a deputy change director. Prior to joining CIPFA, he returned to professional services with a continued focus on central government and international development. He graduated with a BA (Hons) in French and History from the University of Nottingham, and is a strong advocate for public services, sound public financial management and value for money.

Ian Carruthers, Chair, CIPFA Standards

Ian CarruthersIan became chair of the International Public Sector Accounting Standards Board (IPSASB) in January 2016, having served as a member since 2010. As a member, he led the IPSASB's work on long-term financial sustainability and alignment between IPSASs and Government Finance Statistics.

After joining HM Treasury from PwC in 1999, Ian played a key role in the UK government's transition from cash to accrual budgeting and reporting, in particular leading its Whole of Government Accounts program. He joined CIPFA in 2006. As part-time chair of CIPFA standards, his role encompasses all aspects of the Institute's activities, and he has led its work on the role of the public services CFO, as well as the development of the International Framework for Good Governance in the Public Sector with IFAC.
